Puzzle for you snowball: Before 2009 this company was sca. It was on a listed exchange ( not on pink sheets!) . The price went from $31 to 50 cents. It was also not in runoff and out of the hands of those state regulators.
Since 2009 it's been on the pink sheets and has at least quadrupled. It's also been in runoff and under government control. Yet it(stock price) has gone from 50 cents or even lower to over 2. What is your "all knowing" market missing?
