You may have left one important factor in this equation. Maybe a few, my ideas are.. MMs are in the market for two reasons 1. To create a liquid market 2. To make money
1. They could have acquired x amount of shares and are slowly releasing them back into the market, selling when they are required to.
2. Someone, maybe some hedge fund (yes they do allow for buying penny stocks, especially with this potential) are slowly accumulating.
3. MM's are playing their normal reindeer games, slowly accumulating for the when the PPS rally takes off, then they will slowly release shares, thereby making a profit all the while keeping the market liquid.
There is not enough spread not volume for flipping right now for pennies. There are way too many other stocks for this.
