Good question WC.... i asked management this months ago. The coal that was processed after the last testing was used as a feedstock by AES...so it was burned.

Re the testing they had to restart the plant to run mass and heat balance testing i.e. how efficiently the plant runs. The parameters of these tests were specifically laid out by the group that requested them (they did not say whether that was a client or DOE). They also identified improvements to the process that could get the 25% increase in btu up higher that they needed to make those changes and test them out. That also required restarting the plant.

I am pretty sure that these guys would have looked to avoid restarting the plant if at all possible because of time and costs but clearly they had to.
