No, that is not what is happening. The AS is how many shares are authorized, and that is what got reduced to 6B. The OS is still a little over 3.5B and that is unaffected by this change. There is NOTHING off the table, because those shares were never going to be in the market in the first place.
The real news is the share buyback that will start in 2018. That WILL take shares off the market, because they are said to go into an NSAV fund and won't be sold back into the market. It's like having a whale that will only buy.
