I think we are all in the same frustrated state as you. What I can say is I have worked for more than a decade as a contractor for the government. When you are waiting on government approval for anything, you are at their mercy. And that is the case here. I can only imagine TXTM wanted this approval a year ago but they can't do much to force South Africa to approve it quicker. And then the government guy overseeing it dies, you can't write that script.
