Actually, they don't have the cash they once did. Too much oil being used internally, price too low, too much $$ on social programs, the government is running a deficit for the first time in quite awhile. They don't have spare cash.

That's why they are doing this project and other "privatization" projects...they need OUTSIDE investment.

but it is all meaningless to BVTK anyways.

Other than the typical penny pink hype that gets generated from completely unrelated activity.
