They could have sold small blocks of shares into the market months ago when it was .025 -.03 and used the $$ to pay down the debt


They can sell restricted shares to do that. not free trading shares, not
unless they do a registration statement. Also a lot of convertible notes
don't allow payment in cash unless the note-holder says its ok. The note-holder likely doesn't want cash because they stand to make much more in stock. Depends on what is in the note. I would think that is the case here.
