Outstanding Share count from the OTCBB web site "Verified By Transfer Agent" On November 2nd: 527,906,620

Outstanding Share count received on November 3rd in email directly from the TA: 538,827,253.

So the facts one can get from this is that between August 9th and November 3rd a total of 226,537,496 shares have been added to the float...

AND 10,920,633 shares were dumped onto shareholders in just one day, (yesterday in this case)
