Like I said market is forward looking. It assigns PPS values based on future potential revenues and incomes.

When longs talk about $2.25 billion sales from the Guangxi project, it means when the project is completed and in operation. Which could take about 2 years.

But for PPS estimates, it's not unreasonable to take into considerations future potential revenues and incomes. Usually it works this way.

Think about TESLA, their revenues in 2016 were $7 billion, but net income was negative -$675 million, over last three years it is in the red for a total of about -$1.85 billion. The PPS is at $300, with a 52 week high PPS of $390. Since market is forward looking and sees potentials, it assigned a PPS of $300 even in the presence of negative net incomes.
