James Dines, writing in the Oct. 13, 2017, issue of The Dines Letter, refreshes his buy of Emblem Corp. at $1.95. He first said buy on May 5, 2017, at $2.42. An investment of $1,000 would now be worth $805. The stock has finally broken out from its depressed condition. If this continues, Mr. Dines says, investors will benefit. "Let your profits run," he says. Elsewhere in the newsletter, Mr. Dines says he feels a tizzy of energy in San Francisco as the legalization of recreational marijuana approaches. Recreational marijuana will become legal on Jan. 1, 2018. In anticipation, the state of California has been on a hiring binge. There are currently only 20 full-time workers in what is known as the Bureau of Cannabis Control, the state regulatory agency created to oversee the pot industry. The Bureau will need to fill positions intended to bring order to the new legal pot economy, says the editor. It is currently hiring scientists, tax collectors, typists, analysts, environmentalists and lawyers. Hundreds of jobs are also available from the Public Health Department, the Water Control Board and the Food and Agriculture Department.
