Not sure I agree es1, I may be wrong but this announcement reads like the design work and production of 100kg silk is all part of the $900k contract option already exercised.

From the August PR:

“Under this exercised option, the Company will work to design, produce, and deliver additional recombinant spider silk materials tailored for the protective needs of our Soldiers”

Hopefully we’ll get some clarity in the newsletter!
