We don't have a permanent CEO because Lombardo is a merge and acquisitions guy. The want some sort of deal. (probably with EU while submitting application) They must feel he will get the best deal. Once it is done then so is he as CEO and he will assume his normal role. That seems to be the most logical reason in my opinion.
