It's not a change, they have been applying for permits in states even before they put the map up.

They have yet to do any meaningful business there though, which longs were banking on as the catalyst for the last year.

Here is an interview where Nelson talks about this:

https://www.solarpowerworldonline.com/2016/10/contractors-corner-sunworks-ready-compete-big-boys/

Sunworks has multiple offices across California, Oregon and Nevada and plans to expand into eight additional states by mid-2017. Commercial-scale installation makes up two-thirds of its business, and Sunworks actively approaches the agriculture industry to go solar.

Here Nelson states he is "certain" that this expansion will lead to hundreds of millions of dollars, around the 3:30 mark.

Nelson may be gone(ish), after completely humiliating himself, his company, and his loyal supporters. But his misplaced expectations still linger and cause longs to have, in my opinion, a distorted view of the prospects for this company.

Every bullish prediction turned out to be terribly wrong and the stock went down 55% from the time that interview was done, which has to be extremely painful since it was already not doing that well before then.

It was, however, a great learning opportunity as for why one should not invest their money in the hands of a con artist.
