I'm almost positive that is NOT ZJMY's new high-speed factory.

The latest update (10/24/17) says the ZJMY factory is currently in the pre-audit stage with the 150,000 (not 300,000) high-speed EV factory. Note that the annual sale revenue and investment numbers are off when you compare the more recent ZJMY factory article with the one including the factory construction pic posted on 10/20/2017.

The second phase of the project is located in Guigang City Industrial Park (stone park), the second phase of the project a total investment of about 1 billion yuan. The project mainly build light passenger car factory (including stamping, welding, painting, assembly of the four major processes), the design capacity of 15,000 light passenger cars, production is expected to reach an annual output value of 6 billion yuan

Some of the Key Points:
1. Shows annual output of 150,000 high-speed EVs instead of 300,000.
2. Projected annual sales revenue still $15 billion yuan ($2.25 billion USD).
3. Construction will take two years.
4. Currently focused on pre-audit work.

Also note that when you hover over the tab of the 10/20/2017 webpage (in google chrome) it says "China and Austria two projects progressing smoothly Guigang City, Qintang District People's government portal."

From below we see other nonZJMY projects including the "China and Austria" referenced project that were started much earlier based on this article from May 22, 2017. I believe the China and Austria project refers to the "HOPE" company.

Guangxi Long Star has it's factory in the area as well as several others including Zoyte.

I believe the 10/20/2017 article refers to a project related to the HOPE EV company or it's also possible it would be related to Guangxi Long Star, but definitely not ZJMY's new high-speed factory IMO.
