If you park a plane to be used for parts, or park it with the intent to use it in the future...you can let your registration lapse and the N number will be canceled in around 90 days.

There is no penalty for not registering. It just means the plane cannot legally fly until the registration is renewed/filed for a whopping $5 fee.
