Conclusion, 7 years after taking the money and not supplying the VSAT equipment ordered, we have not moved an inch on refund. This man simply wont pay unless forced. Problem is he hops borders, Italy, France, Switzerland thus legally hard to tie down due to jurisdictions... FBI, CIA and Europol are all aware of his dealings but have so far failed to act.
