The confusion is that some Brokers are Market Makers and brokers and some like NITE are strictly Market Makers..

Etrade has a Market Making division, symbol is ETRF they do have inventory because they have clients who have shares...so they borrow those shares and fill orders... creating a short...but a Market Maker like NITE of VNDM or BMIC do not have inventory.
