I would have to ask a few questions before I could say it's a bad idea.
Like...
Is the deposit closer to the surface?
Is that part of the property closer to existing roads?
Is the niobium in a matrix that makes it easier to extract?
Is it further from the lake and need less waste management?

If it costs $10m to get a 35% grade
And it takes $40m to get to the 45% grade
I would rather go for the lower grade to build the funding for the higher grade area.
