Finally we agree on something. Market makers is always in control unless there is volume and buying pressure. Neither is taking place at the moment so the price is where the MM want it to be.

Level 2 for last month or so suggests MMs in control. Guess efficient market for TMPS will be restored when they finish their current Short/ shares stealing campaign. Next Q is at least one month away. No incentive for MMs to do anything different than status quo until then.
