If you consider the Twitter updates to be genuine, it makes sense why there's a change in plans. September 28th is when the PR to be released was discussed, and then October 9th is when the new contract was won. If this contract is as big as it seems and it's forcing him to hire more employees and buy new equipment, I'm sure it's bigger news than what he initially planned for. And with it being a week before mid-October, it could have very well changed everything. We have to assume that the cash position he stated of $90,000 will be used to cover these new expenses, and that the contract is worth enough revenue to do so.
