I am not a diabetic, there is much I have to learn here. But I do know that with the current injections many people still have difficulty controlling glucose levels and I can see the benefit of a mealtime bump in insulin with a shorter half life as the meal is digested.

The fact that only 39% reaches the lungs won't matter if it's a therapeutic dose. A higher cost won't matter if diabetes is better managed with fewer side effects.
