1) It is not stupid, it's actually pretty smart being one of the only ones on the pinks to do it.
2) Buyback increases shareholder value and they have revenue building for another acquisition.
3) "that's a big if and should not be relied on." is the same as saying AAPL would never dilute even though they have double float as the A/S.
4) "Indeed, almost all penny stocks do and this is no exception." Considering almost ALL penny stocks NEVER do a share buyback, that is literally NOTHING but an opinion with no factual backing.
5) Considering the consistent state of the shares was priced around $0.002 for quite awhile, I would say shareholder value is still WAY up.

Anything else?

3) "should the demand be constant" that's a big if and should not be relied on.
4)choosing a share buyback over reduction is A/S does show you they plan to use it. Indeed, almost all pennystocks do and this is no exception.
5) shareholder value goes down as you can see everyday. Simple really
