The drop box thing is VERY common in Cali. We use two of those virtual offices just because rent is ridiculous out here. I'm talking 9 grand a month for a tiny one room. It's insane. There are so many businesses in Cali it's hard for the sos to keep up I'm sure. They would probably prefer businesses to be late so they can tack on the crazy fees! Do you have a link or pic to confirm they don't have a business license? Keep in mind if they use a personal residence as the companies office location they can not and are not required to obtain a business license
