IMP: READ This: More than 60M shares of the OS is missing. Here is what happened. When they first went IPO in the OTC the company had big plans to move to NASDAQ and the shares were bought by some HNW individuals. Unfortunately, the company couldn't succeed with the plan and it became a penny stock. Those shareholders have the paper stocks. Now no one knows who are these shareholders. The TA doesn't have any info on them neither the management.

I don't know what happens to those shares. They are not in the float anyway.
