GE can set a trap for the shorts, and push the price up as a part of them covering. So, I doubt there is any issue here for him pushing the price up.
Yet, he see no urgency, he will slowly accumulate, and prior to Q3 reporting can pull the trigger. If he wants to sell in 6 to 9 months, he needs great earnings.

The above is my personal opinion, and not facts.
