my take as well...i read that as "desire to obtain funding"...meaning...they are looking to obtain the funding...not they already have it or its worth that much or getting a contract for that much. but looking to obtain THAT much in funding....

I may be wrong though. Deciphering these sorts of things have never been my forte, but i'm learning =)
