Well honestly.. one thing has nothing to do with the other. I3 and BVTK have a distribution deal in place. BVTK is on the SEWP contract under I3. It's certain that BVTKs tech is being sold on this contract vehicle via the I3 Federal. As far as the patent goes. I believe the patent will finalize.. but it like anything else takes time.
