Wags, you are correct. Not so much "back burner" as that PLUG has the luxury of being very selective with the companies in China to partner with. CEO Marsh discussed in the Qtr 2 Conference Call, saying that the Amazon & Walmart business, which represents over half of the Revenues & installations for 2017, allows PLUG to meet it's 2017 Guidance, with no revenue from China at all. And it's notable that PLUG has said this all along this year, that there would be no revenue recognized in 2017 from China, though there would be some shipments of prototypes for testing, etc.
