If you announce a buyback before you have any money, what would that do to the share price? If you announce a new dividend plan with out any forecast of of what kind of dividends you can expect, what will that do to the share price? If you announce the TRW dividend before TRW has the finances to succeed, what will that to to the share price? If the company comments the recent share price drop by saying that nothing is wrong with the company but we don't know what is going on with the share price, what would that do to market confidence? How much would you care about a new CA deal right now?
If they want to turn this around, they have to go big! They have to announce every thing that have in their sleeves in a short period of time to the whole world at the same time. That will choke every one who has ever doubt the company.
