That statement is surely a joke. Financing definitely out ways groundbreaking and would send this up. Obviously groundbreaking didn't do squat! Anyone can call up and schedule a "Groundbreaking" ceremony, not a big deal to make that happen. Financing on the other hand is a major obstacle!! Also with "Financing" this is taken a lot more serious!!
