Why do they not name the governmental agency? It appears that that agency was not even part or present at any of the meetings?

Wasn't it always one governmental unit lack of approval the problem?
Is the one hurdle left the same governmental agency or a different one?

I think that if they ever came out with a clear and unambiguous PR people would think someone else is running the company.
