the stock was in the low .30's and heading lower until a couple of pump sites were paid thousands of dollars to tout the stock. It was headed back down BEFORE the article was posted and the stock touts had moved on

like most markets the stock market runs on supply/demand... when you issue more supply than there is demand the price goes down... especially when you issue that supply at discounts to the market

Revenues were down drastically year to year from 2017 to 2016. This POS was headed down to .10 and even lower as that is where they originally issued stock to Dutchess and Cronies... because that is where is should have been valued in the beginning
