Probably NWS was needed to fund useless ACA subsidies. As a generous gesture to Dems and ACA beneficiaries, DJT continued to fund ACA subsidies with NWS untill now under suspended Court ruling. Now it is up to Dems and Reps in congress to fund ACA as per rule of law.
