would it be technically possible to print stocks without informing SEC?



Unfortunately a plausible explanation not just recently but for the last two and a half years.
The other, OTC has not had any important new buyers.So it can be easily manipulated downwards, with fake volume increasing the panic both in the US and in Norway.
