To become incorporated HAS to be done at the state level. For this to happen there needs to be 500 registered voters which means 500 residents. That isn't going to happen on 80 acres! The other 40 acres are like 4 miles down the road from Nipton and are not part of this little desert hamlet. To incorporate the land has to be contiguous. As far as Nipton becoming incorporated we have been over and over and over this. But here we are one more time.

Initiating the Incorporation Proposal
There are certain basic requirements that must be met prior to initiation. First, existing
State Law requires that areas proposed for incorporation include at least 500 registered
voters, that the area be entirely within the boundaries of one county, and that the
incorporating territory be contiguous and without island of unincorporated territory
surrounded by the proposed city.
