It is a GOOD reply! but I believe everybody is reading it wrong...
1. it does confirm that "indeed signed a letter of intent, but this is only an intention"--- which is a good thing so far and very true so far, right?
2. and the rest ONLY states that they "can not cooperate" with whoever wrote to them --- That's ALL!
3. there is no mention about "not cooperating with SANP" what-so-ever

I have worked with Chinese Vendors for many years, and that is exactly how they communicate: so when you wrote,- they try to "cooperate" with YOU -- but in this particular case "it's not possible"- and it does make perfect sense - since they can't disclose any specifics of the LOl or details of the possible deal.

Hope this is helpful, and once again this email reply has nothing to do with "not cooperating with SANP"
