Yep, that's how I read it also...confidence. Nothing to do with Regulations and the idea that 2 prior were shot down. Winklevoss twins ring a bell? Maybe these guys can explain it better...GBTC Link.

They also make it sound like confidence or what ever was the real reason. Sounds about right to me.
