These are 3 special proof sets the US Mint released from 1983-1997, skipping 85' which commemorated a special event or anniversary for that year. What sets it apart from a regular proof set is that it includes a special commemorative silver dollar, and in some cases, like 1989, also includes a commemorative half dollar (not silver). They are presented in a felt case which resembles a book with a certificate of authenticity which certifies the dollar coin as well as the other denominations as being authentic. They are packaged in a cardboard case with the year on the top and are different colors for each year. They get more expensive as you get into the early to mid 1990's.

All coins were struck at the San Francisco Mint ("S" mint mark)

What each year commemorated:

1987: 200th anniversary of the US Constitution (1787)
1988: Olympics in Seoul, South Korea
1989: 200th anniversary of the first session of the US Congress (1789)
