Quite sure there are less than 3 billion outstanding and many of those shares are restricted. Just my guesstimate. All the authorized and the restricted shares can easily be retired to the treasury of the company as if they never existed. What matters is what's in the float, and if there are any dilutive market makers around, which there are not.
