I dont quite understand the individual roles of DOJ vs SEC, but I do
see that DOJ has been active in pump and dump prosecutions:

I think the MMs are also involved, as I remember several trades that
were well below my buy orders, or above my sell orders.

I think the whole way the shell was set up is damning, with similar sounding companies, sweetheart deals, shared management, etc.
