The agreement between PYDS and FutureX, suggests FEMA and others could deploy ATMs that disperse money, once ATMs in Puerto Rico and other locations power up & re-boot.

Politicians need to pass new rules and regulations governing the billing & payment industry, while the banked & non-banked masses look for help.
