No--Lies are lies and in the case of the phony "Chinese" partner for example--Irving deliberately chose a name that looked like a real company not the phony one he made up-this is just a fraud.
Indeed it's an announcment that's very difficult to fact check (which is one reason dark scams like ROTH often announce partnerships in places like China or the Middle East).

But if you Google "Tianjin Leading Biotechnology Co., Ltd" you get no results except those resulting from ROTH's own PR. It's as if their alleged Chinese partner didn't exist until they announced

And no, it's not the same company as Tianjin Hualida Biotechnology Co., Ltd which does exist but operates as a real biotech company, not a distributor of herbal medicines.

Scams like ROTH often choose names for their fictional partners that can be confused with real companies, a confusion Lopez deliberately perpetuates when he refers to "Tianjin Bio". (SEC target SPPH used to do the same thing with its made-up partners.)
