Just saw a commercial for Enterprise. Had a bunch of cargo/delivery trucks they rented. Yesterday saw an enterprise truck in the neighborhood and the driver was delivering packages like ups does.
My thinking is that Enterprise is wanting this for their "fleet" sales Like Ford Fleet. They are interested in offering the fleetsaver app to the companies that they have truck contracts with and not personal rental cars like they do at the airport. Also could be if companies have rental car contracts.
The reason would be the company no cellphone use policy and liability issues. I am not really seeing the use for "retail" car rentals unless it is for a company and they mandate it of their employees. I know I would pay for it if I rented a car. Usually you cannot have a kid drive the rental car, so no need to monitor.
Just a guess
