ILUM: Have you been able to dig up anything on those new owners?? I'm afraid I don't have the foggiest idea who they are, or what they may be rolling in there.
The new address and phone number don't seem to yield any results, and I don't see any consistency in the names, in terms of being with any one particular firm.

Could be one of those situations like CIIT, where you have a couple different change of control or ownership in a short period of time, hard to say.
In any case, I don't see $1.10 to be a bad price for a mystery Chinese ticker, with new owners and only 3.6M o/s and 625K float. Especially considering it was obviously insiders buying those shares up the other day @ $1.10.
It may take some time to develop but it will ultimately be a winner IMO, I feel quite confident in that.
