The ANSWER is NOT NGV's.

The new requirement is ZERO EMISSION VEHICLES (ZEV).

If I am a fleet manager in California, why would I buy an NGV, when I can buy a ZEV instead?

I may have to wait a year or two for some applications, but I am not interested in owning a BETAMAX in the meantime
