He is probably busy with life and buying equipment for the business. Sometimes the ceos don't answer if there is a bunch of whiners calling usually around the same time their stock drops dramatically. Once the stock rebounds then you might get a response. Remember its not the responsibility of the ceo to keep the stock price up. Its their responsibility to sell shares and raise capital. I wouldn't bother talking with shareholders either if it was me.
