OMG!!!!!! Patent GRANTED???!!!!!!!

Please help with this legal talk....

Click on the link and go to the top where it say International Patent Status. The date says 9/30/2017 which is tomorrow. Download the PDF and at the bottom it says,

"Declarations:
Declaration made as applicant's entitlement, as at the international filing date, to apply for and be granted a patent (Rules 4.17(ii)
and 51bis.1(a)(ii)), in a case where the declaration under Rule 4.17(iv) is not appropriate"

Does this mean what I think it means??? My sincere apologies if I read this all wrong....
