Depends on what you divide by.

.01 to .045 is a 350% increase. .045 to .01 is a 77.7% decrease but that's if you chose to divide by the starting value of .045.

Those are both correct calculations for % change however for investing sake it muddies the water.

The better and correct calculation for investment %change is (price sold - purchase price)/purchase price

In both situations the original purchase price is .01 yielding a 350% change in either direction.
