They don't have the necessary resources/time to develop their own software.

Companies with good management know when to outsource and when not to. If the endeavor is going to distract from their core business design it's best not to get involved and save yourself the headache and unknown costs/timelines.

It's not surprising to me that Siemens would rather outsource, rather than develop an in house design. (Like GE is attempting to do/has done.)

Just my perspective on things.
