They aren't...that's just another lie. They are going to do a 1 for 1000 R/S taking the O/S to 19.5M and the A/S to 30M. Then they are going to increase the A/s back up to 30B so they can then reduce it back down to 5B. Through that word smithing, they are saying they will "retire" 25B shares.

Of course it is impossible to retire what has never been issued, but that is just a minor annoyance for scammers.
